The process depends on whether your records are already on file with NBI Manila:
- Renewal — your last NBI clearance was issued in 2014 or later and your name and marital status haven’t changed. No Form No. 5 and no new fingerprints required — we renew using your existing record at NBI Manila.
- First-time application, or name/marital status change, or last clearance before 2014 — Form No. 5 and ink-and-roll fingerprints are required. We send you the form and instructions after you apply.

Shipping — Two Separate Legs
If your application requires Form No. 5, your fingerprint card has to physically travel from New Zealand to our Toronto office, and the finished NBI clearance has to travel back. We bill each leg at cost so you only pay actual courier rates — never a markup.

- If your application requires Form No. 5, you ship it back to our Toronto office via NZ Post International or a courier (DHL, FedEx).
- You book and pay the courier directly. Renewals do not require an inbound shipment.
Outbound — JCA Toronto → You

Where to Get Fingerprinted in New Zealand
If your application requires Form No. 5, you need ink-and-roll fingerprints on the form (the “Blue Form”). Ask specifically for ink-and-roll service on a card you provide — this is different from the digital LiveScan used for a New Zealand national police check.
- NZ Fingerprinting Service (at NZ Post shops) — a nationwide ink-and-roll fingerprinting service offered through selected NZ Post stores, with locations in Auckland, Wellington, Christchurch and other centres. They fingerprint on a form you provide. Book an appointment through their online portal and bring valid photo ID (a passport is recommended).
- Philippine Embassy (Wellington) and Consulates (Auckland and Christchurch) — the Philippine Embassy in New Zealand provides fingerprinting for NBI Form No. 5. Contact the Embassy or your nearest Consulate to confirm availability and booking.
- Selected New Zealand Police stations and private fingerprinting providers — some Police stations and accredited private fingerprinters take ink-and-roll prints for overseas police-check purposes. Confirm they can fingerprint on the form you supply before booking.
What to ask for: “I need ink-and-roll fingerprinting on a form I will provide. The form is NBI Form No. 5 — a single fingerprint card. This is ink-and-roll on paper, not a digital scan. I will bring the form.”
