Renewal vs. First-Time

The process depends on whether your records are already on file with NBI Manila:

• Renewal — your last NBI clearance was issued in 2014 or later and your name, citizenship, date of birth and gender haven’t changed (a change in civil status alone doesn’t count). No Form No. 5 and no new fingerprints required — we renew using your existing record at NBI Manila.
• First-time application, a change in name, citizenship, date of birth or gender, or last clearance before 2014 — Form No. 5 and ink-and-roll fingerprints are normally required. We tell you which applies before you pay. Where we’re able, we help arrange Form No. 5 for you as a courtesy, subject to availability, and send instructions after you apply.

First-Time / Form No. 5 — Step-by-Step

2. Form No. 5 arranged as a courtesy — where we’re able, subject to availability, we help arrange NBI Form No. 5 (the “Blue Form”) for you with instructions after you apply.
3. Get fingerprinted locally — Visit any provider near you that offers ink-and-roll fingerprints. Bring your completed Form No. 5 — providers fingerprint on the form you supply.
4. Mail the completed form back to us — Ship Form No. 5 to our Toronto office via NZ Post International or a courier (DHL, FedEx). Inbound shipping is arranged and paid by you.
5. We handle everything with NBI Manila — We submit your application, track processing, and manage any issues. NBI HIT resolution is available as an additional service.

Shipping — Two Separate Legs

If your application requires Form No. 5, your fingerprint card has to physically travel from New Zealand to our Toronto office, and the finished NBI clearance has to travel back. Courier to you is a flat NZD $149 per shipment (plus NZD $59 for a DHL remote area, confirmed before we ship); the return of your fingerprint card to us is at your own cost. Delivery Time

• NBI processing in Manila: 15–20 Philippine working days for Regular, 5–10 Philippine business days for Express
• Inbound mail (first-time / Form No. 5 only): add courier transit time
• Outbound courier: add international courier transit time to your New Zealand address

Why is shipping separate? The base service fee stays flat at NZD $149. Delivery is a flat charge of NZD $149 per shipment, collected with your order so there is nothing more to pay when it ships. We send everything on our DHL Express business account, and our charge is never more than DHL’s own published rate for the same shipment — you can compare at mydhl.express.dhl. DHL adds a remote-area surcharge for some addresses (in New Zealand, mainly outside the main centres); if yours is one of them we add NZD $59 and tell you first. Orders placed before 1 October 2026 are billed at the courier’s actual cost, as our Terms then provided.

Where to Get Fingerprinted in New Zealand

If your application requires Form No. 5, you need ink-and-roll fingerprints on the form (the “Blue Form”). Ask specifically for ink-and-roll service on a card you provide — this is different from the digital LiveScan used for a New Zealand national police check.

• NZ Fingerprinting Service (at NZ Post shops) — a nationwide ink-and-roll fingerprinting service offered through selected NZ Post stores, with locations in Auckland, Wellington, Christchurch and other centres. They fingerprint on a form you provide. Book an appointment through their online portal and bring valid photo ID (a passport is recommended).
• Philippine Embassy (Wellington) and Consulates (Auckland and Christchurch) — the Philippine Embassy in New Zealand provides fingerprinting for NBI Form No. 5. Contact the Embassy or your nearest Consulate to confirm availability and booking.
• Selected New Zealand Police stations and private fingerprinting providers — some Police stations and accredited private fingerprinters take ink-and-roll prints for overseas police-check purposes. Confirm they can fingerprint on the form you supply before booking.

How long does the whole process take?

NBI processing in Manila takes 15–20 Philippine working days for Regular and 5–10 Philippine business days for Express. These times run to the release of your clearance, which we email to you as a digital copy. Your paper original then comes from Manila to our Toronto office with our scheduled courier shipments; we do not give a time estimate for it. If you need your clearance for IRCC, note that IRCC requires the paper version and does not accept the digital/online version. For first-time applicants, add the time to mail Form No. 5 in both directions. Outbound delivery to your New Zealand address by international courier adds transit time once the clearance is ready.

Do I need NBI Form No. 5 if I’m renewing?

No. If your last NBI clearance was issued in 2014 or later and your name, citizenship, date of birth and gender haven’t changed, we renew using your existing NBI record — no Form No. 5 and no new fingerprints are required.
