Renewal vs. First-Time
The process depends on whether your records are already on file with NBI Manila:
- Renewal — your last NBI clearance was issued in 2014 or later and your name and marital status haven’t changed. No Form No. 5 and no new fingerprints required — we renew using your existing record at NBI Manila.
- First-time application, or name/marital status change, or last clearance before 2014 — Form No. 5 and ink-and-roll fingerprints are required. We send you the form and instructions after you apply.

Shipping — Two Separate Legs
Your fingerprint card has to physically travel from the US to our Toronto office, and the finished NBI clearance has to travel back. We bill each leg at cost so you only pay actual courier rates — never a markup.

- If your application requires Form No. 5, you ship it back to our Toronto office via USPS, UPS, or FedEx.
- You book and pay the courier directly. Renewals do not require an inbound shipment.
Outbound — JCA Toronto → You

- Local Police / Sheriff Departments — Many US police departments offer civilian ink-and-roll fingerprinting for a small fee. Call your local non-emergency line and ask for “civilian fingerprinting on a card I provide.”
