Renewal vs. First-Time

The process depends on whether your records are already on file with NBI Manila:

• Renewal — your last NBI clearance was issued in 2014 or later and your name, citizenship, date of birth and gender haven’t changed (a change in civil status alone doesn’t count). No Form No. 5 and no new fingerprints required — we renew using your existing record at NBI Manila.
• First-time application, a change in name, citizenship, date of birth or gender, or last clearance before 2014 — Form No. 5 and ink-and-roll fingerprints are normally required. We tell you which applies before you pay. Where we’re able, we help arrange Form No. 5 for you as a courtesy, subject to availability, and send instructions after you apply.

First-Time / Form No. 5 — Step-by-Step

• NBI processing in Manila: 15–20 Philippine working days for Regular, 5–10 Philippine business days for Express, to the release of your digital copy
• Inbound mail (first-time / Form No. 5 only): add courier transit time

Where to Get Fingerprinted in the US

You need ink-and-roll fingerprints on NBI Form No. 5 (the “Blue Form”). This is different from the LiveScan electronic scanning that’s standard in the US, so you’ll need to ask specifically for ink-and-roll service.

• The UPS Store — Many UPS Store locations offer ink-and-roll fingerprinting. Use the UPS Store locator and call ahead to confirm they print on a form you provide.
• Local Police / Sheriff Departments — Many US police departments offer civilian ink-and-roll fingerprinting for a small fee. Call your local non-emergency line and ask for “civilian fingerprinting on a card I provide.”
